Petroleum Accountant

Dean Flowers is the Petroleum Accountant in the Geology and Petroleum Department in the Ministry of Natural Resources, Petroleum and Mining, Government of Belize.  Mr. Flowers started working in the Geology and Petroleum Department in July 2009. As of July 2021, Mr. Flowers has been on secondment as the President of the Belize Public Service Union and will be serving for two years.

 

Mr. Flowers holds a Bachelor of Science Degree in Accounting from the University College of Belize, Belize City, Belize. Mr. Flowers also holds certificates in petroleum finance and accounting, international petroleum contracts and negotiations, petroleum auditing and petroleum regulation.

Duties

  • Conduct auditing of petroleum operations, revenues and expenditures.
  • Assist the Income Tax Department in the auditing of petroleum operations, revenues and expenditures.
  • Audit and monitor petroleum revenues including royalty, Government production share and revenues from Government participation in commercial fields.
  • Assist in the administration of petroleum contracts.
  • Process landowners’ share of royalties for payment.
  • Evaluate oil and gas field economics.

Melissa Chun

Petroleum Accounting Assistant

Melissa Chun is the Petroleum Accounting Assistant in the Geology and Petroleum Department in the Ministry of Natural Resources, Petroleum and Mining, Government of Belize.  Ms. Chun started working in the Geology and Petroleum Department in April 2010. She currently holds responsibilities of the Petroleum Accountant until the return of Mr. Flowers in 2023.

 

Ms. Chun holds an Associate’s Degree in Business Administration from the University of Belize, Belmopan City, Belize, a Bachelor of Science Degree in Accounting from the University of Belize, Belmopan City, Belize, a master’s degree in Project Management from the University for International Cooperation, San Jose, Costa Rica and a Diploma in Accounting and Advanced Book-Keeping from the International Association of Bookkeepers, London, United Kingdom. Ms. Chun also holds certificates in petroleum finance and accounting, international petroleum contracts and negotiations, petroleum auditing and petroleum regulation.

Duties

  • Conduct verification of daily petroleum production and sales reports and file and maintain reports.
  • Conduct monthly and annual reconciliation of petroleum production, sales and inventory.
  • Conduct regular verification of gross petroleum revenues.
  • Conduct regular verification of petroleum expenditures.
  • Prepare reports on verification of petroleum production and sales, gross revenues and expenditures including findings and recommendations.
  • Prepare and maintain financial database of petroleum revenues and expenditures.
  • Verify compliance of petroleum contractors with accounting obligations consistent with generally accepted standards and procedures in the international petroleum industry.
  • Maintain petroleum accounting files.
  • Update and maintain the petroleum register.
